An exciting opportunity has arisen for a Programme Manager to support the work of the North Midlands One Public Estate (OPE) Partnership.

The North Midlands Partnership is a D2N2 partnership and as such is being delivered on a Derbyshire and Nottinghamshire combined footprint through the creation of a Strategic Land and Assets Board (SLAB). Two Steering Groups one for the D2 area and one for the N2 area have also been established which report to the Board. To support the partnership, 2 Programme Manager posts have been established; one for each of the Steering Groups. However it is expected that both PMs will work together to ensure consistency in approach, avoid duplication and to maximise the resources. The D2 PM post is hosted by Derbyshire County Council. The opportunity that is currently available is the N2 PM post, hosted by Nottinghamshire County Council and to be based in the Place Department, Growth and Development Group at the County Councils Offices in West Bridgeford, Nottinghamshire.

As a Regional Programme Manager you will be working with local councils, blue light services, various health organisations including the Clinical Commissioning Groups (CCGs), the Community Health Partnership, the Sustainability and Transformation Programme and various Central Government Depts to help deliver the OPE Programme objectives.

This role is not primarily an ‘office based’ job; visiting partners, meeting Government Departments, arranging and facilitating workshops will be the common method of working. Other areas of activity will include:

* Supporting the development and delivery of the strategic aspirations of the North Midlands OPE programme on behalf of all programme partners

* Local performance reporting to the Nottinghamshire Steering Groups and Chief Executives’ Group.

* Local operation, delivery and co-ordination of Nottinghamshire OPE projects and other North Midland Partnership
   projects.

* Project delivery support.

* Bid formulation support.

* Local performance reporting to SLAB for inclusion in the quarterly reports to Cabinet Office.

* Supporting the Chairs of the Steering Groups

You will need to be a self-starter, with an ability to work on your own and with partners across a wide variety of public sector organisations. Political awareness, experience of relationship and partnership building, an ability to persuade others, and experience of land and property matters will all be critical attributes for the post.

You will be a high-calibre, individual having excellent communication skills, ability to build strong relationships across all levels of the partner organisations and secure buy-in to achieve an integrated and collaborative approach to the management of land and property assets. This will be coupled with the ability to plan, analyse, provide advice, expertise and develop recommendations and solutions to a wide range of complex land and property issues and encourage innovation and creativity. We are looking for an enthusiastic, energetic and tenacious individual with the ability and commitment to focus on the achievement of outcomes.

This post is also available as a secondment. You must seek approval from your line manager before applying.

Disabled applicants who meet the essential shortlisting requirements will be guaranteed an interview. A job share scheme is available for all full-time posts: both permanent and temporary, unless otherwise stated. We are committed to safeguarding and promoting the welfare of children, young people and vulnerable adults and we expect all staff to share this commitment and undergo appropriate checks.
